Why do Universal Credits expire unused?

Oracle Universal Credits, whether bought as an annual flex commitment or drawn down from a deal, carry a use it or lose it structure: you commit to a level of spend over a term, and credits that go unused by the end of the term are forfeited. The surprise is not a charge, it is value lost, and it happens when consumption ramps slower than the commitment assumed or when a workload that justified the commitment is delayed or cancelled. The defense is a drawdown forecast tracked against the commitment from day one, so a shortfall is visible months ahead while there is still time to accelerate eligible workloads or adjust the next commitment rather than discovering the gap at renewal.

The buyer test

Plot your credit balance and your run rate against time remaining in the term. If the line that burns the balance reaches the term end with credits left over, you are on track to forfeit value, and the time to act is now, not at renewal.

Does OCI really charge for egress?

OCI includes a large monthly outbound data transfer allowance and prices egress beyond it materially lower than the major hyperscalers, which is a genuine advantage. But it is not unlimited free transfer. High volume internet egress, cross region replication for disaster recovery, and the choice between routing traffic over the internet or over FastConnect all generate real charges once you pass the allowance. The surprise is assuming egress is zero because OCI markets it as cheap, then finding a replication job or a data heavy external integration quietly accumulating cost. Monitor egress as its own line and size cross region and internet transfer deliberately.

Why do block volumes cost more than expected?

OCI block volume pricing depends on two things: the capacity you allocate and the performance level you set, expressed in volume performance units. A volume provisioned at a high performance setting pays for IOPS and throughput whether or not the workload uses them. The surprise is a fleet of volumes left at a high default performance tier that only a few of them actually need, paying for performance that is idle. Reviewing the performance level per volume and lowering it on volumes that do not need high throughput cuts the storage line without reducing capacity or touching the data.

Where does orphaned storage come from?

When an OCI compute instance is terminated, its boot volume is not always deleted with it, and block volumes detached from an instance keep billing until someone removes them. Over months of provisioning and tearing down environments, a layer of boot and block volumes accumulates that belongs to nothing and serves no one, but still appears on the invoice every month. The surprise is how large this layer grows in an active estate. A periodic audit for volumes with no instance attachment, paired with a policy to delete boot volumes on instance termination unless flagged to keep, removes the charge entirely.

When does license included cost more than bring your own license?

OCI database services offer two licensing models: license included, where the Oracle license is bundled into the hourly rate, and bring your own license, where you apply licenses you already own and pay a lower infrastructure rate. The surprise is paying the license included premium on databases where the organization already holds eligible licenses, which is common when defaults are accepted during a migration. Comparing the two models for each database, and counting Support Rewards which offset Oracle support fees as credits accrue, often shows bring your own license is the cheaper path for an organization that is already an Oracle license holder.
